Former rebels awarded with E-CLIP benefits during Joint PPOC-PADAC Meeting

    Two (2) former rebels (FR) were awarded with benefits from the Enhanced Comprehensive Local Integration Program (E-CLIP) of the Government during the conduct of the Joint Provincial Peace and Order Council (PPOC) and Provincial Anti-Drug Abuse Council (PADAC) meeting of Pampanga on August 23, 2019 at Kingsburough International Convention Center, Jose Abad Santos Avenue, San Fernando, Pampanga.

    Pampanga Governor Dennis G. Pineda, the presiding officer of the meeting, awarded the cash benefits to the two FRs amounting to Php 65,000.00 each, composed of Php 15,000.00 immediate assistance and Php 50,000.00 livelihood assistance. Governor Pineda was assisted by Colonel Andrew D. Costelo, 703rd Brigade Commander, and Lieutenant Colonel Felix Emeterio M. Valdez, 48IB Commander.

    In attendance during the PPOC-PADAC Meeting were the representatives from the Department of Interior and Local Government (DILG), Philippine Drug Enforcement Agency (PDEA), Philippine National Police (PNP), City & Municipal Mayors of Pampanga, and other concerned government agencies.

    The meeting was likewise highlighted with Governor Pineda’s signing of the PPOC Resolution declaring the CPP-NPA-NDF as persona-non-grata in the Province of Pampanga, and the activation of the Provincial Task Force on Ending Local Communist Armed Conflict (ELCAC).

    Meanwhile, matters discussed during the meeting were the reorganization and accomplishment reports of the PPOC, updates on criminality in Pampanga, and updates on the status of drug clearing of drug-affected barangays in the province. Also included was the current internal security threat situation in the area of 48IB and the preparation of said unit for the upcoming South East Asian (SEA) Games in November this year.

    Major General Lenard T. Agustin AFP, Commander of the 7th Infantry (KAUGNAY) Division, said, “The awarding of E-CLIP benefits to the two FRs is a manifestation of the government’s sincere offer of peace to New People’s Army members. I therefore call on other NPA members to take advantage of the government’s offer of peace, avail of E-CLIP benefits and live a normal life with your families. You can be assured that we will look after your personal safety if you choose to do so.”

    The 7ID Commander also acknowledged the effort of the provincial government of Pampanga for the activation of Provincial Task Force on Ending Local Communist Armed Conflict (ELCAC), and for joining the crusade against the Communist New People’s Army Terrorist - their declaration as “Persona Non Grata” in the province.

    Commenting in the development during the meeting, Colonel Costelo threw his full support to the efforts of the PPOC-PADAC and the Provincial Government of Pampanga in their campaign to help solve insurgency and illegal drug problems in the Province. He also assured that the Army brigade will always work with the province in looking for solutions on how to address the said problems.
